If a person is living in your household and has a license...


and drive your vehicles at all they normally need to be identified your policy unless they have their own insurance. A member of the household that is not declared in the policy will normally not be covered. This is different from someone who is not a member of your household that you allow to drive one of your vehicles on an accessional basis - that is the permissive use concept. The insurance company wants to be able to identify their risks, so they do not look favorably on household members driving your vehicles that they don't know about.
