Well, insurance companies require that but not the state.


Every registered car in VA must be insured by state law. The same is not true for every driver.

That said, I suspect when you enter an insurance policy it requires you to list all licensed drivers in the household, so to do not so wouldn't break a VA law but would probably break a term and condition within in your private insurance contract.

Thoughts?
