That is how I understand it too. But it doesn't make it any better.


I don't want my ISP to stratify content. I don't want them picking favorites. Even if they do have to tell me. As many point out, the market is an illusion when many people have only one viable option to get online. Now, maybe the future has better wireless options to allow more competition, but right now, there isn't.
