certainly not the only factor and probably not the biggest.

Look at how federal loan limits have changed over the past 20 years...it's nothing like the inflation shown on that chart...not even close. I think there was essentially only one increase over the timeframe of that graph and it was about a 33% increase. One step change of 33% doesn't lead to a steady climb to 190% all on it's own.

The race for amenities and other competitive advantages, government- (and self-) imposed bureaucracy, and dwindling state support certainly play significant roles as well.
