NHL is funding studies, not programs

"..initiative to fund feasibility studies for potential programs..."
BC & ND have established, top-tier hockey programs. If the ACC were to sponsor hockey, it should initially be outside of the current conference structure. Something like Atlantic Coast Collegiate Hockey League (www.acchockey.com). Ironically, 7 of the current 16 members are from the ACC.
Facilities are also an issue. NC State currently plays off campus in the IcePlex. I don't know what official capacity is but I'd guess in the 200 range. They "might" be able to squeeze a rink into the recently renovated Reynolds Coliseum. I'd guess 4,000 seats if they could. They are a long way from the 18,000 capacity of PNC arena.
