Ive taught at 4 different elementary school in the area and despite being just a few miles apart, its amazing how dif they are. Some schools are exactly as the article mentioned....with students/parents that have no desire or feel its impossible to go to college....much less a "big school" like UVA or VT or JMU. I think a major issue is cost. Parents dont see any way that they could afford that. Many didnt go to college so there is little understanding of aide that is available. Sometimes college is seen as usless for some.
I find its important to work on setting goals for students and encouranging them to reach high without deminishing either their current goals or what their parents have done. Its tricky to explain to a student that they can do more than work in a factory or in their uncle's garage....without poo pooing on what their relatives do. Now this of course is more relevant to when i taught 5th grade....no as much when im teaching Kindergarten or 2nd grade!
Of course, now that I am teaching in Blacksburg, there are quite a few children/parents with much bigger goals. When your parents are football coaches at Tech or the athletic director or superintendent of school....theres a different mindset. But even with that....even having those students at our school, we still have homeless families that could care less about college and just are happy to get a free meal at school each day.
