At what scale are you looking? Queens, the city of NY or the state of NY?

Because from what I've read, part of the "problem" is that a lot of the negotiation was done by a small few city/state politicians with very little input from the local groups. And it is the local groups (politicians, residents, etc.) who are pushing back on the Amazon plan. And they were always going to get the opportunity to push back because something like this has to go through multiple reviews and approvals before becoming final.

As to "why", here are a few interesting quotes I've read that give some of that perspective. Of course these are all complex issues so judge them as you wish.

"The optics of the situation—Amazon and its accompanying helipad moving in next to the nation’s largest public housing project, where 60 percent of its residents rely on food stamps—are also not great."

And regarding the politicians, "They can’t come together for housing, they can’t come together for MTA, but Amazon?”
