Good point. I guess you can't assume that that many people will relocate


for you. And generally, if you're talking about non-fulfillment, non-factory jobs, then you aren't going to fill them with 25,000 college grads all moving to Rochester/Buffalo (IE, if they picked a lower cost of living area that did 'bid'). You need some people with experience, and therefore you're right that they needed somewhere with a large labor pool of qualified candidates.
