I think you're reading too much into it

The article includes phrases like "much of her life" and "I missed most of my daughter's life." He's been stationed elsewhere for 10 years, but I don't think they implied at all that he hadn't seen his daughter in 10 years. Just that "Hey, he previously said he wasn't able to get here but now here he is!"
