You have to understand that the code that these defense companies are writing isn't as easy as building a website, or some application. You are talking about taking hypersonic missile tracks, identifying them based on wave-forms, sending to the combat system, which then activates surface to air missiles that have to intercept....and if it fails, then you have thousands of dead sailors.

My little brother is a director at Walmart out in Sunnyvale, CA. He's in charge of quite a few SW development programs, and they don't really come close in complexity.
