I am a contract software engineer for the government. The government spends loads of taxpayer money to push the window. There is a reason it Apollo 11 and not Apollo 1 that landed on the moon. In 1961, scientists had ideas how it could be done, but those ideas were all unproven, and with testing, many were proven wrong.

It's the same phenomena with weapons development. The USS Zumwalt is the product of an idea. The idea isn't wrong. But the technologies chosen to accomplish that idea have proven to have limitations (and high costs) that make you rethink the idea.
