There are really good, dedicated DOD people and there are useless lazy govies in DOD as well. In my experience many more of the latter. In every Gov budget cut, the best people are more impacted because they are willing to leave and take their risk in the free market, usually going to contractors.

But more importantly, the procurement process in DOD is a disaster because it is the combination of gov beurocrats and politics. Those trying to do the right thing for the warfighter are fighting uphill against insane regulations, political interference and an entrenched beurocracy. They end up with amazing things, but at a cost and timeline that is beyond belief.
