In an environment as screwed up as that, usefulness is debatable

People that are useful in an environment where so much of what they do is useless...... How useful are they?

From an outsiders perspective, they are creating boxes so they can check them and creating more boxes for others to check while they're at it.

When compared to similar processes and functions in the private sector many who appear to useful are not.
