It shouldn't be state specific, it should be more local than that
IL is one of the best examples. They probably need more restrictions in Chicago, but Moline and many of the other smaller cities are fine. Empty hospitals and people more or less ignoring the SIP and yet low confirmed infection rates and nearly no deaths. Some minor restrictions on occupancy rates are all that is really needed in most of the country.
