You should be able to download Windows 7


put it on a usb stick or DVD. Install Windows 7 using OEM license key, then upgrade using your Windows 10 media OR

you can put the Windows 10 Upgrade media in and start the setup it will ask you for the Windows 7 key, provide your existing Windows 7 key it will then prompt you for your Windows 10 key.

I have done both ways half a dozen times.
