Replacement windows costs vs. value of house

Are there any guideline or opinions regarding what you should be spending to replace windows on a house vs. the value of the property? My aunt is looking to replace her windows and had an Anderson rep come by to give a sales pitch. Honestly, it looks like a great product. Fortunately, I was there when he gave her the costs for replacement.

Some quick math in my head said that the undiscounted cost of replacement would be about 15% the value of the house. Of course, they had some "special" pricing available, only good for blah, blah, blah... Brought the cost of replacement to about 12% of value of the house.

This seems an awful lot to be spending on a project like this for a house. Anyone have any guidance on what expectations would be on cost to valuation should be on replacement windows?
