IMHO, it is also a Commonwealth of Virginia issue. The state government leadership needs to wake up and do some things legislation wise to put its universities on equal footing as other states. I still want to know why an E-W interstate road hasn't been built from the 757 through Lynchburg to Roanoke to connect the southside of Virginia to VT. Makes no sense to me other than every dollar goes to Hampton Roads bridge tunnels, I-95, I-66, and NOVA projects. I digress. MONEY (Hokie Nation donors) continues to hold VT back. @Stech has shared great articles and posts on the huge gap in annual revenue among conferences. The yearly payouts from the B1G and SEC to its member schools laps what the ACC provides and this was before the TX and OU additions. TX just finished enclosing its south endzone and installing new field turf for a cool $200M! Spent it like pocket change! And their project took 2 YEARS vice the crazy @Will Stewart posts/article where VT takes 5-6 years to build SAPC or renovate Merryman and the cash was donated, in hand! VT operates basically where its money and general athletics ranking coincide, just above the 50 line. If the ACC does not reduce the revenue gap, member schools without donors/fundraising helping close the gap will continue to fall further behind.
