I was a student at VT from '96-'00 so my memory is based on
what I experienced as a student in addition to what I heard from the national as a student or alumnus. Now I will say that I thought the Big East was a better conference than the ACC. At least the Big East seemed to be the more physical conference and for a period of time the national media referred to the ACC as "FSU and the 8 Dwarfs."
However, I don't believe the BEFC ever received the full credit it probably deserved. Maybe part of that was due to the ACC seemingly getting the better bowl tie-ins than the BEFC. Also, having so many private schools may not have helped the Big East's image because private schools (outside of Miami, Notre Dame, and USC) typically don't have a large fan base. Plus, the few public schools in the BEFC didn't really move the national needle all that much.
It is also possible that people saw the inevitable divorce with the Big East because a basketball-football marriage can't work in today's college athletics, so that influenced how they viewed the BEFC. Then once the ACC decided to raid the Big East, it kinda sealed the Big East's fate because the strong typically prey on the weak. Not the other way around. Now the ACC's football image is in trouble (again) and it probably doesn't help that the ACC has so many private schools as full members.
