...one kid was thinking about quitting with two months until graduation and commissioning. He wasn't going to quit, but just the thought of it tells me he really didn't want to be there.

My recommendation is that he really, really should want four years of that lifestyle, otherwise he will be miserable. If he's not sure about that experience, but wants to be a naval officer, he might be better off attending a university with a ROTC program.
