Your supposition is correct if talking about a brand new channel.

There is an awful lot of expense in creating a brand new channel and getting carriage on all the cable companies plus Dish and Direct TV for that channel.

If a little used, and non money making current channel (such as ESPNNews) is converted to the ACCN.

The hard labor in starting that channel was done a long time ago. The only hard part that would remain is getting higher carriage fees for those systems in the ACC footprint.

Production facilities would be easy. ESPN already has production facilities in Charlotte, NC for it's SEC Network, plus Raycom already has production facilities in Charlotte now. And I expect Raycom to be neck deep in the ACCN anyway.

Why not take a money losing or at best an underperforming channel, and use it to make more money?
