I'll take 2 wild stabs


First

ACC is raising the non-conf opponent standard after the impact of UNC's schedule last year in its CFP rank. Thus, the number of "guarantee" games is declining regardless and the increase in income from ESPN more than offsets the extra cupcake at home.

Alternatively

ACC is expanding to 16 and will generate extra content by adding teams. No need to go to 9 game conf schedule.
