IMO, when you get down to the Top 4, there isn't much difference

in the teams. We have already seen a couple 4-seeds win it all even in the short period of the CFP. So I think there should be a committee to pick the match-ups in the semi finals. And they should put together the match ups and the locations as to what is best for college football. And this is beyond just splitting hairs over ranking them from 1 thru 4. They should take into consideration the following:

location of the schools
rematches (trying to avoid them in my opinion)
conference affiliations (if two schools are from the same conference)
Thinking ahead to possible match-ups in the final
TV ratings (yeah, I know it seems crass, but I think in this instance it's ok).
And more
Give the people what they want to see.

Now if there is a clear cut #1 and clear cut #4, then I think you have to put those two together. But more often than not, it won't be that way.
