They absolutely can, but it's not a good idea, so they won't.

First, players with an NFL future are already objecting to the 4 team playoff. If they add another round, star players will simply refuse to participate. No stars equals bad ratings, which is what the FCS playoffs have - no ratings.

Second, auto-bids to conference champs means OOC games mean nothing in the playoff picture. Imagine if OSU-OU meant nothing in the big picture: last year, it got OSU in to the playoff, this year it knocked them out. When you remove the drama from 25% of a school's regular season, you diminish the excitement for the games.

Third, follow-on the point above, smart coaches will use OOC games to set up a winning conference season. That means coaches playing freshmen, possibly scheduling OOC late in the year and sitting stars, etc. No stars means bad ratings, bad attendance, loss of fans. NFL coaches have shown that they will sit stars even with a perfect season on the line. It's inevitable: when OOC becomes irrelevant, coaches will treat them like NFL preseason games.

Four, it is possible that a move to an NFL-type playoff could trigger unionization of players, and Congress might be sympathetic. If players object to a longer season and start talking about concussions, severe injury, etc., the general public will listen. Honestly, I'd have to agree with them.

FCS is a red herring here: most of those kids are playing for love of the game and scholarship money, not for an NFL future. Big time college stars will not put up with another round of playoffs imo. They'll bolt for the NFL, or simply sit.

Time for everybody to do a sanity check -15 games is enough. When tough guy players start to complain to the press that the playoff is already too much, you know it's too much.
