That link isn't 100% correct
Iran loaded that plane with plenty of civilians, but it definitely wasn't on a established air route. The CO jumped the gun with the shot, but he definitely had provocation. Iran wanted a international incident, and got exactly what they desired.
Forget about the Mode II squawk, since you can selectively turn off all modes but Mode III. We rely on Mode IV for IFF, and primarily assign Mode III codes for aircraft identification. The FAA assigns Mode III squawks for all aircraft.
