I think he is saying between virus outbreaks
SARS, MERS, COVID, etc. Hard to have that much capacity sitting idle, but also having to refresh equipment, training, staffing, etc. for a future outbreak of some disease.
IMO, our testing is fine. Would I like instant tests for all ... sure. Are we a million miles ahead of everywhere in the world on our capability, yep. Only so much you can do here IMO. This is a people/process/technology issue, not a capability issue now.
