If I were Jim Phillips here is what I would be trying to do:


1. Assuming this alliance goes through, I am wanting to improve the national appeal of games involving ACC teams. I am assuming that PAC, B10 and SEC teams are not options for joining the ACC.
2. I continue talking with ND, but am assuming they continue insisting on independence.
3. I look to expand the ACC, while strengthening the ACC. So, first I put together a list of expectations for all conference members, new and existing. In order to be a part of the ACC each school needs to make a commitment to a certain level of staffing, facilities development and other offerings that will show a commitment to being serious about football. If a school is not willing to meet these expectations then they will be choosing to not be part of serous college football which is something the ACC wants to play. These requirements will not be intended to kick anyone out, and should be something that is achievable for all schools, however they may be challenging for some smaller schools. But, if schools are wanting to be part of a serious football conference then they should be willing to invest in their football programs. It is their choice. So no one gets kicked out, though some may choose not to continue with the ACC as the conference makes changes to advance its standing in the college football world.
4. I expand ACC conference schedule to 9 games. Assuming each schools will also be playing two annual games against alliance teams, one B10 and one PAC (still an unknown), and one additional game (SEC rivals, ND, or G5). No more FCS games.
5. Invite new schools. The goal is a combination of adding new geographical regions and adding larger schools of at least 20,000 students. We have enough small private schools and don't need more small schools. Also, the future will move toward the importance of larger alumni groups as TV viewing moves more toward streaming and away from cable. Therefore, I want to focus on larger schools, with passionate fanbases in larger markets. The source of schools for expansion comes basically from the B12 and AAC. TCU and Baylor don't meet the options due to size of school. I would invite 5 schools total taking the number of ACC schools to 19, assuming that all invited schools and current schools are willing to meet the financial commitments to minimum requirements for their football program. The schools I would invite would be WVU, Cinn, Ok. St, Houston, and Texas Tech. These are larger schools which the ACC needs, and they are schools that have shown the ability to have successful football seasons. None are powerhouses but would be solid additions especially if willing to make commitments to football.
6. The ACC would end up with up to 19 teams, leaving an opening for ND if they desire. I would eliminate divisions and have schools play two annual rivals and seven other conference games each year. As a result every team plays most other conference teams once every two years, and every team in three years, which would be an improvement over what the ACC does now.
7. I don't reveal all of these plans and additional teams for two years due to B12 GOR, unless the GOR fails due to dissolution of
B12.
8. And yes, with expansion, the numbers don't work out for the annual alliance games, so some schools will have to schedule non-alliance games each year. But the ND deal should compensate for this fact, that is five games each year.
9. With these changes, in two years I seek to renegotiate our deal with ESPN.
