Fu tried to hire better, but didn't have the money. He has been working with defense all year; he switched this week. Instant turnaround on both sides. So he is stopping bleeding where he can; given the lack of budget hasn't allowed better assistants. Specifically at the coordinator spots which obviously has a trickle down effect.
