The problem with your proposal is that VT isn't making the same sacrifice
that you are asking majority of the other members to make. Basically VT has no skin in the game. At least my proposal VT has skin in the game because all 14 schools would miss out on being able to play an important rival annually. In fact, VT has more skin the game because it would also miss out on playing Miami annually. If VT had chosen to be in the other division from the start, then here is how the protected cross-division games could have look.
Syracuse-BC
L'ville-Pitt
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami
I know with certainty that majority of the ACC schools wouldn't support my proposal because they aren't ready to give up playing that second rival annually. If you want to play teams from the other division more frequently, then the only proposal that makes any sense is my 10 game conference schedule proposal.
6 division games
1 protected cross-division game
3 rotating cross-division games (remaining 6 teams are divided into 2 groups of 3 that rotate every 2 years)
I know the ACC schools with SEC rivals won't go for this proposal because it would only mean 2 OOC games and their OOC schedule would be locked the years they play Notre Dame. However, I do believe that is the best compromise available because it would mean every team gets to play all teams in the other division home and away at least 1 time within a 4 year cycle.
