Given that the ACC has a lot of rivalries worth protecting.
I have no problem with the protected cross-division game. In that regards, I blame VT's decision to want to be in the same division as UVA as the primary reason a lot of Hokie fans hate the protected cross-division game. That decision resulted in VT being paired with BC. If the divisions had looked like this below, then maybe Hokie fans would have a different attitude about it.
Atlantic/Coastal
BC-UMD
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami or Miami-FSU (I'm not sure it really matters since the Clemson-FSU rivalry only came about after both teams hired a Bowden as their HC)
Then when the ACC decided to expand to 14 members, the divisions could have looked like this below.
Atlantic/Coastal
BC-Syracuse or Syracuse-BC
Pitt-UMD
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami or Miami-FSU
Then when UMD left the ACC for the Big Ten and L'ville was brought in to fill the void, the ACC division could have looked like this now.
Atlantic/Coastal
BC-Syracuse or Syracuse-BC
Pitt-L'ville or L'ville-Pitt
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami or Miami-FSU
