ESPN owns the ACC's tier 3 content. The Pac 12 kept their tier 3 and a lot

of Tier 1 content. Their basketball tournament is on the Pac 12 network and there was talk of keeping the 6 rivalry games (Wash WashST, Ore-OreSt, Stan-Cal, USC-UCLA, Arz-ArzSt and Utah-Col.) on the network. They choose not to put the rivalry games on the Pac 12 network but have the option to do so if carriage gets high enough.

The ACC can't do what the Pac 12 did because we sold all our content to ESPN. We are pretty much at their mercy with regards to what they want to do. We have to take what they decide and like it. Don't be surprised if the ACCN is 60% owned by ESPN and 40% for the ACC.
