In terms of DI-FCS football, the MVC is one of the top conferences

The article you linked doesn't explicitly say, but it sounds like Wichita State may view the addition of football as a necessary concession point in order to get its basketball into a better conference. Wichita State may see itself as another Villanova, Georgetown, or even Duke; a "basketball school" that may be "forced" to also play football. Take "forced" with a grain of salt because it isn't really the right word to describe the situation for those 3 basketball schools that also play football too. I am having trouble coming up with a better word at the moment.
