The difference is ...
Back only a few years ago, most ISPs were not also in the content delivery game. There was a reason to vary charges based on connection speed or total throughput, sure, and no one's arguing against that. But ISPs did not use to have any skin in the game of what made up the data packets they were sending to you.
That's not true anymore. Companies like Comcast deliver content now (NBC Universal). And streaming content like Netflix, Hulu, etc ... are in direct competition with Comcast's in-house content networks. You're a fool if you don't think Comcast wants to figure out how to make money from content you're seeing on networks they don't own.
