I don't think that's really where the concern is at all. It's not about
having different speed tiers for overall access. I think the concern is that you'll pay for that fastest tier and the ISP will give you those speeds for CERTAIN applications (i.e. their content or the content of another company that has paid for priority) and lower speeds for non-preferred content. People paid for different tiers of speed before so this change doesn't impact that.
