When he switched to Van Nuys, he was at 1400'. They reported a ceiling...


...at 1100' He was operating in Special V during IMC conditions. He called himself VFR, but was flying too low for flight following, so I'm guessing he was trying to fly under the cloud cover which was too low for the terrain. It sounded like he just flew it into the ground.

I'm going with pilot error. If the conditions were that bad, he should have either filed and flown a IFR flight plan, or have approach pick him up for a IFR approach to his destination. It sounds like the pilot was taking too much risk, and I'm guessing he's done this many times before and got away with it.
