Couldn't the pilot have been in the process of completing the last turn and just flew into the fog bank?

Edge, it's hard to believe a pilot with that flight service carrying anyone - much less the Kobe group - was careless. You may end up being correct about "too much risk" but the rest of your evaluation is prejudgement. If there was that much fog in the area in the first place, it's hard to believe they took off at all, or proceeded after their 15-minute holding pattern.
