Listening to the audio on the youtube Fr8Dog posted, I wonder why

Van Nuys helicopter or local ATC never scooted them out of that area? There must have been some clear air away from the hills. Maybe too much commercial air traffic in the area? One ATC voice said there were 16 planes around.
