True. I wonder if the hold he had for 15 minutes was the period in which


the wx went to below minimum, in which case he'd have been warned by Van Nuys helicopter or ATC.

Or was it so bad all along? If not, why were they flying and why were none of the ATC or helicopter control people - and the pilot's own flight service - not sending out warnings?

There are still a lot of unknowns before blame gets assigned. That's why we have NTSB.
