Yes, you're reading that correctly, someone had to open the envelope, take the check out, cash it, and then do something with the paper tax form.

As I was sayiing 360 said, they probably cash the checks even if they don't process the return maybe so you don't accrue penalties or something.

Stuff like this you want to get done correctly, follow the well worn path because once you get off into some less travelled territory you get into the position of trying to explain THEIR SYSTEM to them. As I said, I'm kinda worried now filing a new tax form because it will end up in the same place and flush out the old tax form wherever it's buried and create new complications b/c again, covid created situations that never happened before.

Anyway, nice snowy day here - I'm retired - time to sort this out.
