I get that part, but it's hard for me to grasp how...


...the money transaction gets de-coupled from a person's identity. This doesn't sound like a case of "Hey 'lag, you paid us ____ last year, but our records indicate that you actually owed us ____. You have an unpaid balance of ____". In this case, they're saying "Hey 'lag, you never filed your taxes last year at all", despite having cashed the check 'lag sent them.
