A good infommation system would have a couple data elements:


1) form received for 'lag
2) payment received of X amount related to tax form for 'lag

At this point it's really only the difference between 1) You didn't file your taxes 2) We're sorry we've lost your tax form sent on (date) request retransmission of tax forms.

So yeah, that's computer land, a computer sent that, not a person, computer sees "no forms" assumes the statement "You did not send form"

So yeah, there's not data element that someone filled in saying "form received from X" which could simply be said person didn't punch that button. It's funny cuz I like to trouble shoot and I'd like to get my refund of course, but my other half in interested in figuring out exactly what happened.
