Ultimately it's really only fringe programs that consider dropping down
I don't think I can think of a single instance in the modern era of a program that played football leaving a power conference to join a significantly weaker one; things like GT leaving the SEC happened over 50 years ago. Only programs that were on the fringe of 1-A like UConn and Idaho ever left 1-AA only to return.
To put it another way, I don't think VT would ever voluntarily leave the ACC (or any other power conference) to join a weaker conference just for the sake of winning more games, even if they started only going 2-10 in football every year. Lots of P5 conference programs went through horrible stretches and didn't leave. I think the only way VT ends up at a lower level is if all conferences as we know them collapse towards the formation of a true NFL minor league, and VT doesn't get invited.
