Not really sure about Oklahoma situation. However, right now, there are other viable conferences - how long is TBD - but there is the P4/5. The B12, while hurt, is viable - for the time being.
If the ACC (or PAC, B12 - meh) starts breaking up I think the writing is on the wall that there will only be two major conferences. Just don't see a state system allowing a major player to get left behind if they have a choice - especially over a private institution.
In your scenario I don't see how UNC isn't forced, politically, to pick NCSU. Now, if the B1G takes Duke and offers UNC but not NCSU (and the SEC shows no interest in NCSU), they might have to cut their losses.
Certainly some interesting negotiations coming.
