VT's endowment is probably a moot issue for this discussion

because it has no bearing on the current state of the Athletic Department. The only bearing the endowment has is how much funds are restricted vs. unrestricted. Then within the restricted funds, how much funds are earmarked for each category/GL account. Within the unrestricted funds, those funds may still be for the academic side of the house. I believe VA state laws and federal laws dictate how much money the academic side may loan the athletic side. So in theory VT could have an endowment of $100+ billion and it wouldn't change how much of that money could be loaned to the athletic side.
