Most likely they are just floating ideas publicly in hopes it

puts pressure on various groups when it comes time to sit down at the negotiation table behind closed doors. They may not have identified any specific groups yet because they are more interested in trying to get public support on their side.

I guess in theory, even the current structure for the NYD6 bowl games may even violate antitrust laws. However, the G5 may not be interested in pursuing it at this time because the Playoffs is 4 at-large bids. Technically at the beginning of the season all FBS teams have an "equal" chance/opportunity to earn 1 of those 4 at-large bids. Basically the G5s could be saving the NYD6 bowl structure as its ace in the hole or trump card that it could play at any time if/when the G5s believe the P5s are abusing their power/authority in this relationship.

Even if the Alliance has 100 lawyers reviewing this for potential violation of state and/or federal laws, they may decide to not listen to the lawyers when they make their final decision. Keep in mind that lawyers can only offer their legal opinion because even they don't know for sure how the courts would rule once it entered the court system. In theory, those 100 lawyers could offer 100 different legal opinions based on the information that is available at the time. At that point the Alliance, like any person seeking legal advice, makes a decision and lives with the consequences.
