A key rival such as that should be in same division.


Miami and FSU were seen as key rivals, but they were also seen as the two big programs that would battle for the ACC championship, therefore they were put in separate divisions. That didn't work out so well. If there is a true rival, then why would they be in a separate division, apart from the above example which was done to accomplish a specific match-up in the ACC championship game.
