Isn't PTO and bonuses taxed at a different rate than regular pay?


Every time I have received some sort of bonus, I received a separate form from my employer and had to fill out additional information when preparing my state and federal income taxes. If PTO is taxed at the same rate as my regular income instead of somewhere around 48% (or at least that was the percentage withheld), then I should have gotten a refund those years.
