WVU's academic ranking is influenced by admissions.

The State of West Virginia mandates that anyone who graduates from a high school in West Virginia can get into any public university with a 2.0 GPA in high school. The legislature in West Virginia could improve WVU's academic rating overnight by changing this to 3.0 for WVU specifically and growing Marshall University with applicants below 3.0. They could also grow the Community College system in the state. I've linked an article about it.

I think the state should do that regardless of conference realignment in order to upgrade the reputation of their flagship academically. They have a medical school at WVU, so the school has more to offer than people think.

Regarding economically breaking even, there are close to 2 million people in the state of West Virginia, and WVU has a 65%+ following of college football fans in the state. Like Louisville there are no competing professional sports, so the ACC Network would sell in the state very well, and the tier 1 contract would get all of the viewers there and in Western Maryland.

And, I think that the WVU fan following buying tickets and travelling to stadiums in Pittsburgh, Blacksburg, Charlottesville, Syracuse, and Louisville adds value. They would probably travel well to the four North Carolina stadiums too.

You could compare that to someone like Rutgers who is in a state with more population, but they get less than 25% following in most of the state and less than 50% in their home town of New Brunswick/Piscataway. This is per the map I linked. If you look at Connecticut on that map, they have 60%+ fan following in a state of 3.5 million people. They aren't in another P5 and are available now. The ACC will make a mistake if it doesn't lock that down regardless of the lawsuit from 2002.
