Assuming the ACC wants to expand to 16 members and Notre Dame
is content with the status quo, then WVU and Cincy may make the most sense. Both programs have a history being good in basketball, so the basketball schools should have no issue with either school. The football schools may be a tougher sell especially with Cincy. However, Cincy has a better football history than UConn, Memphis, or even Temple. Plus, if the ACC wants to give L'ville a natural rival, then the only options are Cincy or Memphis.

If UConn is added, then it would be forced to break up the Backyard Brawl or forced to pair Syracuse with L'ville.

Pitt-WVU
If the ACC is going to expand again, then it should look at making sure each member is paired up with 1 natural rivalry. It will make things easier when it comes time to realigning the divisions.
