A pod with VT, UVA, Louisville, and either WVU or Pitt would be fine.
Syracuse, BC, and some combination of ND, Pitt, WVU, or a TBD school
UNC, NC State, Wake, and Duke
Clemson, GT, FSU, Miami
16 teams divided into 4 pods with a 9-game conference schedule allows every school to play a home and away with every other school in a four year cycle. The math doesn't get better than that and neither does the schedule for the ACC.
Unless ND, UT, or PSU joins, the only way to improve the ACC brand and schedule is by encouraging privates like Wake to relocate their football to another conference. Because the only way to get to 16 would be to add schools that further dilute the ACC brand and the schedule.
Wake wouldn't have to give up basketball and they would still get to have Duke and UNC come visit every winter.
