VT may not care since it gets a good percentage of its students
from the Mid-Atlantic and New England Region. FWIW the WAC has already tried the rotating pod system (except they call them quadrants). The experiment failed and led to the creation of the MWC. There were several factors that led to the failure. 1 of those factors was that enough of the fanbases didn't embrace the rotation of the quads because it either hurt rivalries or they were upset with what quad their team was placed in.
Quad 1 - Hawai'i, San Jose State, Fresno State, San Diego State
Quad 2 - UNLV, Air Force, Colorado St, Wyoming
Quad 3 - BYU, Utah, New Mexico, UTEP
Quad 4 - Tulsa, TCU, SMU, Rice
Fans of Quad 1 and Quad 4 were happy with their quad for the most part. While fans in Quad 2 and Quad 3 were upset for a number of different reasons. If VT fans are unhappy with having BC as its cross-division opponent, then just image how unhappy they would be if VT was placed in the same pod as BC, Pitt, and Wake with UVA as its protected cross-division opponent.
